How do you find/stop a terrorist's bomb triggered by a pair of copper wires a car battery and a blasting cap?

The idea is to detect and deter in order to save lives from very simple, remotely detonated, Improvised Explosive Devices IEDs). How can you stop the IED from exploding? How can you find it? Can the wires somehow be found and cut? Can the battery somehow be drained of its charge? Can you perhaps find the wires and melt them? Maybe there is a way to make the blasting cap detonate prematurely. This is open to the most hare-brained goofy ideas. Anything you can think of might ultimately save lives. No one will be criticized for coming up with strange solutions.
