Stopping someone from haring my family?

an ex friend of my daughters stole her 2 years old toy computer it has escalated from this point to bodily threats and threats of them having a gun,following her and other family members trying to get them to fight, it is more then one person that is doing the haring,the police say unless they actually do something nothing can be done,what can I do before these monsters actually harm and or kill someone?
