Am I wrong to be upset when my husband spends over a hundred dollars and does not tell me?

My husband is the "bread winner in our house, I typical work however my husband in is the military and we move a lot. I have always worked once we have settled in and typically make as much as he does. I am the one that pays all the bills and takes care of all the household responsibilities including our four children (as he is seldom home and when he is he states "I don't know what to do about it"). I get upset when he spends money, not 20 or 30 dollars or so but when he goes out and spends 100 up to 1500 and he puts it on his CC or pulls it out of savings and doesn't even tell me I feel like he is lying to me. We talk about everything else why not say hey by the way I bought this or I spent this? It hurts my feelings and I have told him many times (we have been married for 20 years) I feel like I am at my limit and just want to know am I wrong to be upset?
